Salary: An all-inclusive salary of R1 127 334.00 per annum. The package includes a basic salary (70% of package) and a flexible portion that may be structured in terms of the Senior Management Service Handbook

 

Requirements: • A relevant undergraduate qualification (NQF 7), recognized by SAQA, with major subjects in the field of Public Administration/ Human Resource Management/ Business Administration or an equivalent qualification, coupled with five (5) years appropriate experience at a senior management level • Shortlisted candidates will also be expected to undertake a pre-entry practical exercise on the technical or generic requirements of the post and a Competency Assessment to assess suitability and to identify developmental gaps • Candidates must furthermore be multi-skilled, dynamic, self-motivated professional with well-developed and proven leadership and management abilities • Extensive experience in all facets of Legal, Labour Relations, Human Resources, Information Technology, Security matters and vetting in a corporate services environment • Good communication, managerial, organizational and writing skills • Strong negotiation and interpersonal skills • Ability to interact at a high level • A Code 08 driver’s licence.

Duties: • Strategically manage and coordinate the provisioning of corporate services in SRSA ensuring the optimal functioning of core business and other support components • Manage, direct and account for the provisioning of integrated human resource management and develop provisions of the Public Service Act, Public Service Regulations, determinations and other applicable legislative imperatives • Manage and coordinate processes to ensure that corporate service activities are optimally supporting the strategic objectives of SRSA as well as the Annual Performance Plans of line and other support components • Manage the provisioning of the highly professional legal advisory and litigation support services • Ensure the effective and efficient utilization of resources allocated to the Unit including matters related to human resources, financial management, information technology (GITO) legal services, labour relations, security management and vetting • Manage, direct and account for the provisioning of enterprise wide risk, anti-fraud, anti-corruption and security management services to line function and other support • Provide leadership to put strategies into effect • Provide strategic leadership pertaining to the development and implementation of best practices, policies, procedures and systems to enhance service delivery in SRSA • Oversee the Chief Directorate’s budget and resources in accordance with the Public Finance Management Act (PFMA) of 1999 and Treasury Regulations.

Duties: • Manage the development of policy, norms and standards for the governance and provisioning of sport by affiliated and recognised sport entities, departmental public entities and sport service providers • Manage the provisioning of technical support to sport entities and service providers with the implementation of sport policies, systems and programmes to enhance the ability of targeted sport codes and service providers to perform optimally • Manage registration processes and the monitoring, evaluation and reporting (on governance of sport and the performance) of the organised sport sector/industry and relevant public entities (Boxing South Africa and South African Institute for Drug-Free Sport) providing sport services • Provide technical advisory services to the Deputy Director General: Sport and Recreation Service and the Director General regarding sport governance and dispute resolution issues related to sport support and federation coordination, major events, athlete, coach and technical officiating support, strategic aligned committees and international relations, donor coordination and state protocol • Provide leadership to put strategies into effect • Provide strategic leadership pertaining to the development and implementation of best practices, policies, procedures and systems to enhance service delivery in SRSA • Oversee the Chief Directorate’s budget and resources in accordance with the Public Finance Management Act (PFMA) of 1999 and Treasury Regulations.

Requirements: • A relevant undergraduate qualification (NQF 7), recognized by SAQA, with major subjects in the field of Public Administration/ Corporate Governance/ Planning or an equivalent qualification, coupled with five (5) years appropriate experience at a senior management level • Shortlisted candidates will also be expected to undertake a pre-entry practical exercise on the technical or generic requirements of the post and a Competency Assessment to assess suitability and to identify developmental gaps • Candidates must furthermore be multi-skilled, dynamic, self-motivated professional with well-developed and proven leadership and management abilities • Extensive experience in corporate strategies, strategic planning as per the Medium Term Strategic Framework, Operational Management Framework and the analysis of transversal policies related to the sport and recreation environment • Good communication, managerial, organizational and writing skills• Strong negotiation and interpersonal skills• Ability to interact at a high level • A Code 08 driver’s licence.

Duties: • Strategically manage and direct the development, maintenance and implementation of corporate planning, monitoring, evaluation and reporting systems and processes for SRSA • Develop, maintain, implement and promote at a strategic level integrated planning processes and mechanisms for SRSA, sport federations, sector departments and public entities • Manage and coordinate the development and adoption of SRSA’s Strategic Plan, Medium Term Strategic Framework, Annual Performance Plan, Annual Report, Service Delivery Improvement Plan and other prescribed transversal Plans • Manage the monitoring and evaluation of SRSA’s performance information against the identified strategic and other objectives and report thereon, inclusive of the provisioning of early warning arrangements • Coordinate the development of corporate strategies and transversal policies (White Papers) • Direct strategic relationships on behalf of SRSA and ensure that the strategic intent of the Department is promoted within relevant technical clusters •  Ensure the effective and efficient utilisation of resources allocated to the Component including, human, financial and other resources • Provide leadership to put strategies into effect • Provide advisory services to the Deputy Director General: Sport and Recreation Service and the Director General regarding the management of inter-governmental relations and strategic stakeholders, strategic planning, policy and research and institutional monitoring and evaluation • Provide leadership to put strategies into effect • Provide strategic leadership pertaining to the development and implementation of best practices, policies, procedures and systems to enhance service delivery in SRSA • Oversee the Chief Directorate’s budget and resources in accordance with the Public Finance Management Act (PFMA) of 1999 and Treasury Regulations.

All shortlisted candidates for SMS posts will be subjected to a technical exercise that intends to test relevant technical elements of the job, the logistics of which will be communicated by Sport and Recreation South Africa. Following the interview and technical exercise, the selection committee will recommend candidates to attend a generic managerial competency assessment in compliance with the DPSA Directive on the implementation of the competency based assessments. The competency assessment will be testing generic managerial competencies using the mandated DPSA SMS competency tools.
